Hmm I guess it could be looked at for revision, but on the other hand, it does just give a minimum, or baseline, (as I made bold in the quote there). It's not meant as "ok, make 15 good posts and you'll be voted on". It's intent is to address the many people we get applying that, unlike yourself  , show very little activity or interest really.
