To followup I've looked into the procs that no longer work on Master Runes as well. The note will be updated to reflect the actual change that was made. Previously Master Rune of the Adament in particular was setup incorrectly so that it registered as the wrong type of spell, thereby allowing it to proc tactics.
The change we've made to Master Rune of the Adamant now makes it so that it functions properly and cannot proc tactics. This is why Zealots never had this capability while Rune Priests did.
I do understand the perception, however, in regards to why do we change this when there are possible more pressing matters or thoughts that Warrior Priest and Disciples remain more potent and powerful in many situations. Healers will be getting a close look in 1.3 and while AM and Shaman are the focus all healers will be seeing adjustments as it's inevitable to meet our goals for the two classes and the archetype on a whole.
We'll have more info and discussion though about the details of those changes as we get closer to the 1.3 PTS. Thanks guys for remaining constructive, I realize that it's not everything you wanted to hear but I hope this helps to better inform you on the matter.

The reason that adam posted on the official forums for changing the master rune seemed pretty reasonable, that they didn't want a healer running around at nearly or actually 100% ap as long as he/she had this rune up and the right tactics.
